Connect PC to internet through GPRS enabled mobile?

I have a GPRS/3g enabled (BSNL) Nokia 2730 Classic. I can connect to internet. However, I could not connect my PC to internet (via bluetooth) through this phone. Though the phone and PC are connected, whenever dialup is tried, the mobile comes up with a message “subscribe to packet data first”. How to correct this problem?

    The ability to verify it has to computer you to specifically have the ability to call your carrier to computer you need to tether share internet from your cell phone plan.
