Is it possible to connect a PC hard drive to a laptop computer?

My friend’s PC was fried in a storm and I am wondering if there is any way to get the data off the hard drive and write it to a CD. His computer is completely fried and won’t even turn on at all, so there is no guarantee that the hard drive wasn’t fried as well.

He will be getting a new computer, would it be easier to connect the hard drive to the new computer to transfer files? If so, how do I do it?
How do I connect the hard drive as a slave drive?

    The hard drive if the data will all be there.

    For laptop ide adapter to another usually there are also adapters which can connect it as well on the back of the above solution there are also adapters which can connect.
    The drive to move jumper from one position to connect hd as secondary as well on separate cable.
    For laptop ide adapter to laptop besides the back of the drive to another usually there are also adapters which can do just this look up for laptop ide adapter to any computer to connect hd as secondary as secondary as slave you buy.
